Dear Colleagues,
The following email was received by Bexley Council
on 11 October 2004, and I pass it on in good faith
since it and may be of interest to other
colleagues running local websites. Our offence was
to have had within our local horticultural show
the judging and prize-giving for a children's
competition in which the children had been invited
to grow a sunflower in a "3.5 inch plantpot", and
putting information about this on our website.
Naturally we are very pleased that the DTI and the
European Commission are paying such careful
attention to the contents of our website. We
amended the page immediately.

Dear Information Manager
It has come to our attention, though a complaint
made to the European Commission, that a number of
public service websites, contain references to
imperial units of measurement. One of these
websites is operated by your organisation (please
see attached list).
Since 1965 the United Kingdom has progressively
been adopting metric weights and measures in
response to the adoption of metric units as the
international system of measurement. The use of
metric units of measurement is now required for
most transactions regulated by the Weights and
Measures Act 1985.
It is Government policy for public sector
organisations to use metric units as the primary
system of measurement for the conduct of public
business in the UK. This Department in 1995 issued
a guidance note giving detailed advice on the use
of metric units by the public sector. A copy of
this guidance is attached.
You should be aware that the use of imperial
units, in certain circumstances, could render
expressions of quantity in documentation liable to
legal challenge on the grounds of inconsistency
with the Units of Measurements Directive.
The purpose of this message is therefore to remind
you of the importance attached to compliance by
public sector organizations with the guidance
issued in 1995, and to ask you to review and where
appropriate amend the current content of your
website(s).
Please let me know if you would like any further
information.
More generally, DTI is currently discussing with
Cabinet Office how best to refresh awareness
within the public sector of the 1995 guidance and
the importance of its uniform application. I shall
be happy to provide further information on this
exercise if that would be helpful.
Thank you for your co-operation.
Yours sincerely
Amanda Walton
