Our website at www.europarl.org.uk will shortly have the text of the Constitution in an HTML format in smaller, easier to manage, chunks.
I will let you know when it is up and running.

Subject: EU Constitution
Dear colleagues,
With the signature today of the Constitutional Treaty
current texts and documents are in great demand from
students and researchers. In addition to the new official
website on Europa at
http://europa.eu.int/constitution/index_en.htm
MEP Jens-Peter Bonde has re-drafted his reader friendly
edition at http://www.euabc.com/index.phtml?page_id=207
together with useful annotations on specific policy areas
and a powerpoint presentation.
French readers may also find the Senate's text with
commentary (Constitution européenne - Comparaison
avec les traités en vigueur) useful, as it is the only text
so far available which relates the new text to the previous
treaties. http://www.senat.fr/rap/rapport_constitution/rapport_constitution.html
Further suggestions are on a bibliography I have put
together for our students, which is available at http://www.ex.ac.uk/law/resources/index.html
Although it was revised last week, some of these links have
since changed.
Best wishes
Patrick Overy
