I think section 1 of the 'Technical Framework to Support e-Learning'
document at
http://www.jisc.ac.uk/uploaded_documents/Technical%20Framework%20feb04.d
oc gives a very clear outline of the concepts. It's one of the earlier
documents but the general idea hasn't changed.
