DPI e-news
Friday, August 27, 2004
The first week of meetings is coming to a close in New York at the 4th
Session of the Ad Hoc Committee, and we have published DPI’s interventions
on our website. Click on the links in the list below to see DPI’s
contributions to the ongoing discussions on a Convention to promote and
protect the human rights of people with disabilities.
NGO participation at the current session of the Ad Hoc Committee is still
at issue. Though we were threatened with the possibility of having
absolutely no access to the session, Ambassador Gallegos, Chairman of the
Ad Hoc Committee, helped to reach a compromise with the committee members
by holding informal consultations on the matter of NGO participation in the
remaining meetings of the two-week period. The compromise called for
giving NGOs access with the right of interventions for the first week,
during discussions of Articles 1 – 15. During the second week, NGOs will
be allowed to observe, and closed sessions will take place as the committee
deems them necessary. While the compromise is a bit of a disappointment to
NGOs, it retains some level of access for the 4th session, provided that
closed sessions are not selected as a working method. By the end of next
week, we’ll know how the compromise worked out for NGO participants at the
Ad Hoc Committee meetings. Watch !
for more news on the progress towards a Convention in our post-Summit e-update.
