WE in the L2L project have been working on just this issue. We have been
using a modified version of a pedagogic framework developed by Tom Shuell.
Shuell's framework is openly cognitive in nature and will not, therefore, be
appropriate to certain resources or certain uses of resources but it does
give us a start. Although I think there is value in trying to record the
'instructional method of an educational resource' (what we in L2L have
called the pedagogic-intent) there are a number of difficulties not least of
which is whether a controlled vocabulary (such as Shuell's) should be
imposed. Despite the difficulties I think this is worth pursuing so that we
have, at least, some empirical evidence about using metadata in this way.
