*UK LOM Core, Rights Information (summary)*
The following is a summary of discussion on the CETIS-Metadata list, and
will hopefully serve as the agreed starting point for further discussion at
the UK LOM Core meeting in Glasgow. The archives of the original discussion
can be found at http://www.jiscmail.ac.uk/lists/cetis-metadata.html (the
discussion took place in July).
*Position in UK LOM Core draft 2*
6.1 Rights.cost (yes/no) is optional(recommended)
6.2 Rights.copyright and other restrictions (yes/no) is mandatory
6.3 Rights.description is mandatory, but if either 6.1 or 6.2 is "yes" then
further information should be provided.
*Issue Description*
Does it make sense to these elements as madatory / recommended.

Are these LOM attribute "remarkably useless" as Andy suggets in his FAQ, or
are they incomplete but of some use?
Review whether they should be mandatory, or only mandatory under certain
conditions.
