I am currently working on a project in which we want to map and describe
voluntary organsiations role in empowerment ("help to self-help") of
disadvantaged groups. Such groups may include e.g the poor (however
defined), recipients of social assistance, the unemployed, ex-convicts,
single parents etc. Part of the project, which is primarily focused on the
case of Norway, is to produce a report on the voluntary organisations'
emphasis, efforts and experiences regarding empowerment in the US, the UK,
Denmark, and Norway.
Key questions are:
- what kind of organisations offer help/assistance (distinguish between
charity work and self-organisation)
- the nature of help offered by the organisations
- the number of people involved in empowerment efforts (distinguish between
paid personnell and "voluntary helpers")
- target groups for organisations (criteria for selecting whom to help?)
- how many utilise the services provided by the organisations '
- how do users evaluate the organisations' efforts (e.g. compared to the
public apparatus)
Input on these and related issues are welcome, as are references to
