The AIDS Foundation East-West (AFEW) is looking for qualified
candidates to fill the Head of Monitoring & Evaluation position.
AFEW is an international, non-governmental, humanitarian, public
health
organisation which was founded in the Netherlands, and whose
mission is to
make a major contribution to the reduction of the impact of
HIV/AIDS in the
Newly Independent States (NIS) of the former Soviet Union.
AFEW operates from its International office in Moscow, and co-
ordinates its
programme activities in the various NIS republics from its
regional offices
in Moscow, Kyiv and Almaty.
I Terms of Reference:
Place within the Organisation:
· Reports to Director of Programme Development;
· Works and communicates closely with the Heads of
Monitoring &
Evaluation (M&E) in Regional Offices;
· Works closely with Senior Programme Advisors (SPAs) of
the
International Office;
· Manages the relevant Epidemiologists/Researchers in the
M&E Unit in
the International Office.
Job Location:
· Moscow, Russian Federation, International Office.
II Overall Job Objective:
· To develop and implement Monitoring & Evaluation tools
in AFEW;
· To design, implement and analyze epidemiological
research on
HIV/AIDS related topics for the regions, enabling programme
development,
monitoring and evaluation.
III Responsibilities and Tasks:
Related to Monitoring and Evaluation:
· To develop and implement monitoring and evaluation
tools, templates
and evaluation criteria;
· To develop and implement AFEW data collection
procedures;
· To promote knowledge and use of Project Cycle
Management, Logical
Framework and other methods as applicable;
· To review and give feedback on procedures and project
proposals
upon request;
· To develop database of programme stream related
indicators;
· To regularly report on regional implementation of
monitoring and
evaluation;
· To present monitoring and evaluation methods, tools and
results to
donors when requested;
· To work closely with AFEW Senior Programme Advisors on
the
planning, development, implementation and analysis of M&E
activities
according to the specifics of each respective project.
Related to General Management:
· To manage International Office M&E Unit on a daily
basis through
on-going staff supervision and support, regular meetings and
reporting;
· To provide support for regional and local M&E staff;
· To develop a year plan for AFEW global M&E activities
and to report
accordingly;
· To serve as a model in reporting, monitoring and
evaluation in own
activities;
· To work according internal AFEW procedures.
Related to Human Resource Management:
· To provide trainings on Monitoring & Evaluation to
staff in the
international and regional offices.
· To develop and adapt job descriptions for International
Office M&E
Unit staff
· To assist in the process of recruitment, selection, and
training of
M&E staff
· To conduct assessments of the staff in the
International Office M&E
according to AFEW's procedures.

V Requirements:
Experience and Qualifications:
· Demonstrated experience and competence in monitoring and
evaluation, project management and training. Proficiency in
SPSS, or similar
software
· Proven management experience for at least three years
· University or vocational training in Epidemiology or
Public Health
Personal Skills / Additional Information:
· Strong demonstrated skills in the field of project
management,
HIV/AIDS resources, planning, monitoring and evaluation and
managing of
people
· Ability to communicate the importance of implementation
of
monitoring and evaluation to key relations and AFEW staff
· Fluency in written and spoken English and Russian
