I've recently been trying to find similar info regarding personal assistance
and direct payment. The one thing I did find, though I haven't read the
country reports fully, was conference reports from "Global perspectives on
Independent Living for the next Millenium". At www.ilru.org/summit
Personally I think IL is Janus-faced - consisting of one side concerned with
human rights or maybe civil rights and another side more directed towards
social services; feeding into rights based as well as consumerist
discourses. Pfeiffer hints at this in "Division in the Disability Movement"
first published in DSQ 1988 but available online in Tools for power
(http://www.enil.eu.com/tools/tools.pdf
As to a serious investigation of different approaches, I haven't found any,
though it would be an interesting read I'm sure and would probably provide
me as a person involved in the Swedish side some clues to anomalies here.
There should be a book with chapters written about IL in European
perspective, but it's in Spanish. Not so much summaries though but chapters.
I know Adolf Ratzka and John Evans wrote chapters for it early last year.
Don't know if it's a bilingual thing or if they just translate and publish.
Maybe it's worth contacting A or J.

I'm looking for a summary of different approaches to independent living in
different countries - can anyone point me in the direction of anything on
this (preferably that I can access on the web). And/or an international
comparison of social policy approaches to disability generally (but not
covering disability anti- discrimination legislation - I got information on
that from my last post!)
