Pacific Basin Rehabilitation Research and Training Center (PBRRTC).
Regular, Full-Time, RCUH Non-Civil Service position with the Pacific
Basin Rehabilitation Research and Training Center (PBRRTC), located in
Honolulu, Hawaii.
Continuation of employment is dependent upon program/operational needs,
satisfactory work performance, and availability of funds.
Minimum Monthly Salary: Commensurate with qualifications.
Summary of Duties:
Administers and manages Pacific Basin Rehabilitation Research and
Training Center (PBRRTC) contracts, projects, and related activities.
In collaboration with public and private organizations and
University-based programs, directs and conducts research, evaluation,
and/or demonstration project(s).
Minimum Qualifications: Doctorate Degree from an accredited university
in a rehabilitated-related subject field (e.g. Rehabilitation,
Education, Human Services, Social Sciences).
Six (6) or more years of responsible professional work experience in a
rehabilitation-related or human service field, of which four (4) years
shall have been in project management and two (2) years experience in
human service data management.
Knowledge of disability service systems and the field of vocational
rehabilitation; applied research, PC computers, data collection, input,
management, statistical analysis, and reporting; a variety of research
design methods, including case and field study research, descriptive,
developmental, correlation, and causal comparative research.
Must be able to demonstrate skills in:
a) the management of complex datasets,
b) the use of word processing, graphic software, statistical software
(i.e., SPSS on PC Microsoft Windows operating system),
c) skill in the production of research products,
d) the use of alternative formats for the dissemination of information
to special populations, and e) provision of technical support on
research methods, data management and analysis.
Knowledge of Hawaiis entity minority community needs and needs of
minority individuals with disabilities.
Must have proficient skills in:
a) the management of complex datasets,
b) the use of word processing, graphic software, statistical software
(i.e., SPSS on PC Microsoft Windows operating system),
c) skill in the production of research products,
d) the use of alternative formats for the dissemination of information
to special populations, and
e) provision of technical support on research methods, data management
and analysis.
Uses a variety of participatory planning and management procedures and
provides training and technical assistance to co-workers and personnel
from cooperating organizations.
Must be able to work collaboratively and contribute to multidisciplinary
endeavors.
Desirable Qualifications: Doctorate Degree in vocational rehabilitation
or related field, experience in providing state-federal vocational
rehabilitation services, knowledge of Rehabilitation Services
Administration (RSA) Case Service Report, experience in conducting
applied research in a vocational rehabilitation setting; specialized
training in information technology, experience in mainframe, and
mini-server as well as PC operating systems, and a record of success in
obtaining competitive grants.

Brief Description of Organization:
The PBRRTC:
Is an off-campus project of the Unviersity of Hawai`I, John A. Burns
School of Medicine.
Is administered through the Research Corporation of the University of
Hawai`i.
Began in 1984 as a Research and Training Center funded by the National
Institute on Disability and Rehabilitation Research.
Is funded through a variety of grants and contracts with an annual
budget of approximately $400,000.
Has conducted applied research and provided training and technical
assistance in the Pacific Basin for a variety of health, education and
human service agencies.
Gives priority to public and private organizations with program in
disability prevention, treatment and/or rehabilitation.
Assistance activities include: data and information management, needs
assessment, program evaluation, applied research, project planning and
personal development.
Staff are multi-disciplinary with professional training and experience
in the fields of Psychology , Sociology, Information Science, Political
Science, Social Work, Education, Planning and Rehabilitation.
History of Organization:
The Pacific Basin Rehabilitation Research and Training Center was
established about twenty years ago.
It was originally described in the Rehabilitation legislation:
Rehabilitation Act Amendments of 1986 (P.L. 99-506)
. . . in order to improve services to individuals with handicaps
through relevant rehabilitation research and training in the Pacific
Basin and to assist in the coordinator of rehabilitation services
provided by a broad range of agencies and entities . . . such center
shall (A) develop a sound demographic base, (B) analyze, develop, and
utilize appropriate technology, (C) develop a culturally relevant
rehabilitation manpower development program, and (D) facilitate
interagency communication and cooperation, implementing advanced
information technology.
In the Federal Register, Volume 53, Number 174, September 8, 1988
(34881) the scope of work for the Pacific Basin RRTC was to:
Develop a sound demographic database on the distribution of
disabilities and related factors among various groups and locations in
the region;
Analyze, develop, and promote the utilization of appropriate
technology to aid disabled persons;
Facilitate interagency communication and cooperation among
rehabilitation-related agencies in the Pacific Basin and the RRTC and
other rehabilitation information resources, using advanced information
technology; and,
Develop appropriate rehabilitation interventions and cost-effective
service delivery models to improve rehabilitation in the Pacific Basin.
