Good point but I expressed myself inaccurately - what I'm really getting
at is mandatory entitlement to training - ie a certain provision of
resources (time or money) they are entitled to for professional
development. They don't have to take it (which is where the carrots come
in) but they aren't expected to upskill themselves for the organisation
but doing it in their own time because the timetable is too crowded to
build in training time.

So what we need is more sticks? Sorry, not convinced. I've seen too many
people driven into to training sessions who don't want to be there, and
frankly that's a waste of everyone's time. Surely it would be better to
try and arouse interest and curiousity, and reward this with status,
promotion - something like that?
