This sounds like a good idea but I have a cautionary tale from an authority
I worked for previously (who would probably like to remain nameless):
The local authority set up a facility called a "Waste Derived Fuel" (WDF)
plant which turned waste into fuel pellets. Someone obviously decided this
would be a good use for those old naff books but unfortunately some of the
books sent there obviously didn't look sufficiently tatty because they were
spotted by a local councillor at the official opening of the WDF
plant...... The resulting uproar made it onto the front page of the local
paper, if I remember correctly.
