As we do not have in our Euroscience Working Group on industrial R&D members
from Italy, Spain and Portugal, we would kindly ask you to forward the
information about this questionnaire to any relevant institution in those
countries (e.g. technology transfer agencies, ministries, press/mass media,
professional associations etc. which could spread this information among the
target group). This will help us to get data for a representative study.

Why is European industrial R&D lagging behind?
The competitiveness of Europe's economy is linked to the technological
performance and innovation of its companies. However, companies in many
European countries appear to fall behind their American or Asian competitors
in this respect. The transfer of R&D jobs to other countries and continents
and the decreasing investment in R&D are characteristics of this trend.
The Euroscience's Working Group on Industrial Science & Technologies has
worked out a comprehensive questionnaire on the major industrial R&D topics
(mobility, start-ups, management, investment, orientation, professional
future, European Market, international comparison, next generation of R&D
personnel, role of public research, R&D investment, R&D environment,
language barriers, information retrieval). A call is made to all personnel
working in industrial R&D in Europe to fill in and forward to their
colleagues this questionnaire (found at
http://www.euroscience.org/WGROUPS/IST/index.htm).
The answers, based upon the experience of industrial R&D professionals in
all countries and branches, will be used by Euroscience to analyse the
current situation in R&D and develop constructive recommendations for policy
makers and industrial decision makers to improve their engagement and
commitment in industrial R&D. The results of this study will be published on
Euroscience web site and through a press release by fall 2004.
Euroscience is an NGO (non-profit organisation) which is an association of
European scientists to promote projects of common interest such as the
European research area.
