I have a question about the "Proposal for a Council framework decision
laying down minimum provisions on the constituent elements of criminal acts
and penalties in the field of drug trafficking" ( COM (2001) 259 / OJ C
304E, 2001, p.172).
The Council agreed a compromise text on 27/11/03 (Parliament approved this
text without amendment on 09/03/04). Would I be right in assuming that the
Council's agreed text is Document number 15102/2/03, available via the
Documents Register? It's dated 26th Nov. 2003. Would there have been
further amendments made on 27th Nov? There is no document number mentioned
in the Council press release announcing the agreement, as far as I can see.
