Understood. This is why I distinguished between "preservation
metadata" (the scope of which should be described in a sentence
or two) and a broader "preservation context" (for which
good-practice guidelines for the descriptive metadata might in
principle be within scope). I raise this because the group
is not called "DCMI Working Group on Preservation Metadata"
but (less specifically) "DCMI Preservation Working Group".
I am not suggesting that the group necessarily broaden its
charter to include descriptive metadata -- merely that the
charter characterize "preservation metadata" for the benefit
of people new to the topic.
