Ken,
I think that unless there is a strong case under one of the exemptions form
the Access to Environmental Info Regs, all reports held by an Authority must
be made available.

Subject: Access to documents
Hello everyone,
I need to know if you allow members of the public access to your file
containing site investigation report. I make reference to three scenarios:
1. You obtain the document following your request to a developer to
undertake a site investigation report following receipt of a planning
application.
2. That document was submitted voluntarily as part of plannining
application
3. The document was from a site investigation you commissioned.
Bearing in mind that planning documents are public documents can you
differentiate between 1 and 2.
Thanks for your input.
Ken
