OK, I thought it might just have been something I was doing wrong. I
just tried the RAL UI again (the Oxford UI I am pretty sure is missing
LHCB configuration), and got the following errors:

Unable to contact any Network Server
With --debug the only additional useful information I can glean is that
it is attempting to connect to the NIKHEF RB, and it is saying that I
don't have any VOMS extensions in my credentials. Would this cause the
submission failure? The only credential I have at the moment is a
French CNRS one. I can't get my UK E-Science cert since I'm not in the
UK to visit my RA.
