I am inclined to agree with everything that went before the final
statement, copied above.
The argument hinges on a "command and control" description of local
government.
We can argue about how democratic local elections are and therefore how
representative are those who "control" policy and indeed "command"
officers.
However the argument comes back to alternative "environments".
What are those alternatives, please, for public libraries (as opposed to
service enterprises)?
