My own experience with webmap has also been problematic, but I think I
managed to resolve everything I really needed to do. Try different
browsers (at some point I had to operate some features with Netscape and
others with Explorer). Also silly things like path names and file names
made a difference. Try to simplify those as much as possible (e.g. use
file names with no spaces or special characters and put them in the root
directory). Still, there are some other things I didn't manage to do
(e.g. erasing background images I no longer need, viewing maps from the
gallery, changing map descriptions - but I didn't tried since a couple
of months ago, so maybe it's resolved by now).
