This book analyses forced migration in the Congo Basin and in the Great
Lakes region in Africa. Since the early sixties, hundreds of thousands of
people in countries such as Angola, Rwanda and Congo-Zaire have endured
exile. During the nineties, this part of Africa became a prominent issue on
the international humanitarian agenda as the proliferation of internal
conflicts and a large-scale regional war caused millions of victims,
refugees, displaced people and so-called "affected" persons.
The contributions gathered in this book focus on the political and social
dimensions of this human tragedy, pointing to their historical and
contemporary interlinkages. The strategies of the main actors involved in
these forced migrations are also decrypted. These actors are first and
foremost the ruling authorities (States, rebellions and armed groups,
political parties etc.) which simultaneously produce these flows of
population and compete to take control over them. The role of international
agencies and foreign donors is also analysed. It mainly consists of
managing the humanitarian crises and taking care of affected populations.
Finally, close attention is given to the refugees and displaced people
themselves, dispossessed of their material assets and their identity. They,
at one time or another, always are or become the actors of the crises that
generated their fate.
