If the aim does not include monitoring group leaders etc and the DPA can't be
applied what about HRA - right to respect for private life - I'm not overly
familiar with its interpretation but if the hall is known to be used for
changing, the recording of images at such times might potentially breach the
Act?

Could you not also take the view that the system is also there to monitor
the activities of the teacher/scout leader in charge of the children at the
time. It is often precisely these people who use their position of trust to
abuse children, and you therefore owe the children a duty of care to protect
them. If staff monitoring is involved, the CCTV system would require
registration, and you could therefore intervene as to its usage.

We are concerned as a village hall cctv installation (about to go live)
which does not have to be registered (Durant case re cctv and IC
guidelines) will be recording children PE activity and them changing for
PE. If they were registered we could intervene as to usage etc but not
for non-registered installations. It is primarily for security.
Can anyone quickly advise as to any legislation that can prevent this
going ahead until we resolve the privacy/child protection/other issues.
