of it: there is work progressing on repositories e.g. HLSI, Intrallect's
Intralibrary.
the issues do seem primarily non-technical (quality / IPR). there's also
FERL and NLN stuff, and plenty of other resources, primary or otherwise.

I am curious about how practitioners see this sharing of course
materials developing. Assuming content exchange standards and mechanisms
continue to develop and be adopted as they clearly are, will there be
the widespread sharing of content between what might be considered to be
competing organisations? Can we see, some time in the future,
institutions obtaining (free or purchased) content from other
institutions to avoid having to author their own or will there forever
be issues of secrecy, IPR and (for want of a better word) pride which
will prevent this?
Purely in the interests of debate, I would suggest that with the
ever-increasing likelihood of variable fees and the opening up of a true
higher education "market", the kind of mechanisms being discussed here
could be put to use to add value to courses while perhaps keeping costs
down. By buying in content, education providers can focus their efforts
on guiding and supporting their students.
Can we ever see this being a realistic model for FE/HE (or any other
education sector, for that matter)?

The JISC Exchange for Learning Programme (X4L) is exploring the
repurposing of learning objects using tools that allow them to be
slotted into programmes of study by the teacher or lecturer more easily.
It is also exploring how these tools can allow learning objects can be
shared as widely as possible across different systems and communities of
practice. The programme is led by 25 projects from across the UK and
involves more than 100 institutions and teams from colleges,
universities, libraries, JISC services, local authorities and commercial
companies. X4L is a three year programme, running from June 2002 to
July 2005 with a funding allocation of around £4 million.
Part of this activity is to explore the process of integration or
"plugging-in" of learning objects into Virtual Learning Environments
(VLEs). Prototype tools are also being developed within X4L that use
appropriate standards to allow learning materials to be shared across
different environments so they are not tied in to individual commercial
products. The tools in development are RELOAD - a content packaging
tool, the JORUM - a national learning materials repository and TOIA - an
online assessment engine. In this session, representatives from some of
the X4L projects will demonstrate how learning materials can be
repurposed, packaged, integrated into VLEs and uploaded into repository
systems. There will be time after the demonstration for questions.

i've been working on interoperability in VLEs for a while now, based on
the COSE (creation
of study environments) VLE developed here at staffs [which is free /
will be open source before too much longer i think]. anyway, out of the
SURF X4L project we have made progress in exporting content out of COSE
as standalone objects, which we have shown can be imported to
blackboard, webCT, tekniCAL and learnwise VLEs. we recently sent a
careers development package to partners in northern ireland. you
probably know too that quality and copyright / IPR issues are
significant problems in this area
am afraid am a bit of a lurker on these lists, but interesting to read
