This is right as far as my own college goes
We are running a pilot using Moodle in one school and this is largely
teacher driven. Next year we might decide that Moodle is adopted by the
whole college.
Incidentally, we never purchased an official VLE but have always used
free facilities (like Smartgroups on Freeserve).
We are also likely to complement Moodle with the extra communication
facilities that are available in LAMS.

I think that 'free' VLEs are being used more widely in FE, but are
generally not 'officially' adopted by institutions as a whole.
Anecdotally, I would say that it tends to be individual or small groups
of tutors who are experimenting with the likes of Moodle with their
learning groups, whereas whole institutions have tended to go for the
'safer' commercial options.

Thanks for this Stuart. It would be interesting to see how these results
change over time too, say if the exercise was repeated in a year or so.
I'm a bit surprised the "free" VLEs seem to have so little penetration.
