This sounds like a corruption of the English Language:
How is building wider motorways "an improvement"?
Surely we should be improving things by building new railways - not wider
motorways?

Dear UTSG members,
We are currently studying the optimum ways of managing access to the
strategic road (motorway) network without exacerbating traffic congestion
at interfaces to the local urban road network. The objective is to 'lock
in' the benefits provided by a capacity improvement on the motorway (e.g.
motorway widening) via controling traffic inputs to the motorway while
minimising adverse impacts on the surrounding road network.
The principles being examined would include, for example, combining ramp
metering with local traffic signal coordinated control. There is clearly a
need for cooperation between different highway authorities. We would be
interested to learn of best practice and current developments worldwide
which address access control techniques.
As the road pricing is currently under consideration by the UK Government,
we would like to investigate other applicable short/medium term solutions.
The characteristics of the two types of network have previously meant
traffic management solutions tend to be polarised towards one type of
network or the other. We are interested to learn how others have
approached harmonising network control strategies.
