The Journal of Engineering Education (published by the American Society
for Engineering Education www.asee.org) and the International Journal of
Engineering Education (www.ijee.dit.ie) both have extensive articles on
the integration of various types of technology into classroom and lab
situations.
Also three years ago, the United States Air Force Academy required all
students to have laptops. There should be studies on the impact of
this, potentially on their website, www.usafa.edu. I would look in the
Computer Science Department, they lead the effort.
There are some excellent uses of technology to improve the educational
efficacy and some uses of technology for technology's sake with near
disasterous results.
Also, the Prof. Larry Leifer and the Center for Design Research at
Stanford have been using technology tools to support engineering design
project (studio) classes for decades. I would look for papers at
cdr.stanford.edu. The course website is me310.stanford. They are now
using Wiki tools to support team based design proejcts with great success.
