Shouldn't all this be in the company 'Health & Safety policy part 3' that is
where the who, what, where, when, how of RIDDOR reporting should be laid
down and agreed by all those involved - Employer - usually HR, employee
(often the unions) and OH and anyone else deemed by the company as
necessary?
