i am very interested in this type of project. in the U.S. there has been
some work, for example on native american reservation lands, along these
lines. enormous potential to set up tools for the disenfranchised, in the
way of communication, navigation, etc. for example, distribute gps
receivers at us/mexico border, where people die each month as border
control is extended. for example, in education as you point out below.
