Important update to the 2nd Circular 20-May-2004

Many new regulations were introduced in the Czech Republic
on May 1st when the country joined the European Union, and
unfortunately one of these new regulations, concerned with
value-added tax (VAT), was misinterpreted in the second
circular. The correct information is:
Participants with permanent residence in non-EU countries and
EU participants with VAT numbers (which should include the
country code, name, and address of the VAT payer) are exempt
from VAT when paying the CONFERENCE FEE. They pay 100/119 =
84.1% of the listed CONFERENCE FEES. No participant is exempt
from VAT when paying accommodation (in dormitories and hotels)
and meals. Thus, contrary to the information given in the
original second circular, for accommodation and meals, all
participants pay the amounts given in the second circular.
We apologize for the confusion and for any inconvenience this
may cause you. However we would like to point out that the
initial interpretation, which has now been corrected, was
provided by an official at the Czech Ministry of Finance.
Less important information:
It is possible to extend the dormitory accommodation after the
conference (for Sunday, Monday, Tuesday, Wednesday nights).
However for these nights, the special discount rate for conference
participants does not apply, and the rate per night is higher than
that given in the second circular by 100 CZK times the total number
of beds (occupied + unoccupied) in the rented room. The higher
rate is also a discount rate relative to the rate for guests
with no reservation.
The "standard" dormitories (with two- and three-bed rooms) have shared
toilets, showers, and kitchens in the corridor (as in the Dijon
dormitories). There is no possibility of parking cars in a guarded
parking lot. In the Masaryk Dormitory, two OR THREE rooms share a
toilet, a shower, and a kitchen with fridge. There is a guarded
parking lot.
