I think the lack take up of .museum domains is to do with the inherent lack of flexibility in the domain name as proposed. One would expect .museum to efficiently service the growing number of virtual museums; it fails on that score. (24hour.virtual.museum? Not allowed I believe!)
It also lacks the editorial and marketing flexibility required for new zones on a site; it fails to support new web brands propagated by an existing museum site - making for really long URLs.
And there's the rub - it's easy just to make up a new URL, go through submission and registration, and get a quick and catchy web presence. Branding is vital to the URL - change an established URL (Tate.org.uk) with an attached brand value and it loses it's recognisability instantly - especially if the site is a gallery. So you'd get www.tate.museum !
