Of course, the problem about this is that those people who aren't CILIP
members because they either can't afford the subscription or think it too
much for the services provided won't get a chance to vote. It's rather like
carrying out a user needs survey & not surveying the people who don't use
the service because it doesn't provide the service they need - and it never
will because it doesn't ask them what they need.
