I am sure that all UK librarians support intellectual freedom. It would be helpful if Robert Kent could please point us to that part of the forthcoming IFLA conference programme that puts Cuba 'at the top of the agenda'.
This type of list isn't the place for political discussion, but given the USA's stance on Cuba, and the many right-wing Cuban-American propaganda groups operating out of the States, we need to exercise some caution before jumping to conclusions. century, below is a posting sent to a listserv in September, 2003, just after Vaclav
Havel announced the formation of the International Committee for Democracy in
Cuba:

No doubt, supporters of fascism would have said something quite similar when
Czechs organized to oppose Hitler in the 1930's.
