At its recent meeting, CONARLS discussed the price level of the IRU,
currently £5.00, which had not increased since it was introduced in April
2001.
Amongst other things, the meeting took into consideration (a) that carriage
costs have increased, and, (b) it is essential that the IRU scheme should be
fair to heavy lenders as well as borrowers. It was, therefore, reluctantly
agreed that the IRU charge should be increased with effect from 1 April
2004.
The new rate will be £5.30 per item lent or borrowed. Whilst £0.30 may seem
a bit steep, in fact it works out at an average of 2% p.a. since 2001 and is
still c. 0.4% less than the increase in BLDSC's (discounted) charges over
the same period.
Please ensure that your request forms are amended with effect from 1 April
2004 so that they display the new IRU charge of £5.30.
Any requests dated before 1 April 2004 but received after that date, should
be honoured at the £5.00 rate.
