Not quite an answer to the query below, but I am in the process of
compiling sets of criteria for assessing (A) an Open URL and (B) a
Library Portal. I would be interested to see what other organisations
in the process of assessing these products have come up with.

After various delays we are back in the market for a library portal and
are about to put together a tender. We'd be interested to see other
tenders if possible, and also to learn of libraries that have
implemented a portal that is not from their library management system
supplier and of any integration issues there may have been.
