Director of Information Centre about Asylum and Refugees in the UK (ICAR)



King’s College London is seeking to appoint a new director of ICAR based at 

the Strand Campus. ICAR exists to encourage understanding, public debate and 

policy-making about asylum and refugees in the UK based upon accurate and 

unbiased information.



Candidates must have an established record of research and/or policy 

development in the subject area or a related one, experience of strategy 

development, success in fundraising for and publicising an organization, and 

team leadership skills.



The appointment is for 2 years in the first instance. The salary for the post 

will be £37,385 - £42,092 per annum for a senior lecturer or academic related 

5 dependent on qualifications and experience.  All salaries include a London 

weighting of £2,134 per annum.

Further Particulars



King’s College, London was established in 1829 and is now one of the largest 

colleges of the University of London. The merger with Guy’s and St Thomas’ 

confirmed the College as one of the UK’s leading higher education 

institutions. In total the College has 16,500 students and is one of the top 

five higher education institutions for research earnings in the UK.



The College is divided into ten Schools (Humanities, Law, Physical Sciences 

and Engineering, Social Science and Public Policy, Nursing and Midwifery, 

Health and Life Sciences, Biomedical Sciences, Dentistry, Medicine and 

Psychiatry) on five campuses (Strand, Waterloo, Guy’s, Denmark Hill and St 

Thomas’). 



The Schools have major delegated powers and their own administrative staff. 

Departments work through Schools initially, rather than directly through the 

central administration of the College, for resources and other forms of 

support. 



The School of Social Science & Public Policy was formed in August 2001 to 

reflect the growing strength in social science teaching and research in the 

College. The School was formed around four Departments (The Management Centre, 

Education (which was originally a School), War Studies and Geography).



The War Studies Group (comprising the Department of War Studies, the Defence 

Studies Department at JSCSC and the International Policy Institute (IPI) at 

King's College London has over 80 academic staff (including those based at 

Shrivenham) and a turnover of £2 million. 





JOB DESCRIPTION



Post Title: Director of the Information Centre about Asylum and Refugees in 

the UK		 

	

Department/Division: International Policy Institute (IPI)		

	

Grade: Senior Lecturer / Academic Related 5

	

Responsible to: Director of IPI; ICAR’s Consultative Committee and funders

	

Reports to: Director of IPI

		

Main Appointment Site:		



The post will be based initially at Strand Bridge House, 138-142 the Strand, 

which is part of the Strand campus; however, it is a requirement of employment 

that the post holder be prepared to work at any additional or different 

location owned or served by the College either on an on-going or temporary 

basis after due consultation.



Overall purpose of the job/Key results areas



ICAR was set up 3 years ago with the aim of encouraging understanding, public 

debate and policy-making about asylum and refugees in the UK based upon 

accurate and unbiased information. Its second director will increase ICAR’s 

public presence and impact on public opinion and policy making, and build on 

progress already made in developing the information and evidence base about 

asylum and refugees in the UK.

 

Main duties and responsibilities



• To develop and maintain the academic profile and strategic direction 

of ICAR

• To generate core and project funding applications

• To bid for project and research contracts which enhance ICAR’s 

capacity to fulfil its aims and objectives

• To develop ways of using information and evidence to increase ICAR’s 

public impact

• To represent ICAR with television and print media, policy makers and 

politicians

• To maintain a personal research profile in the subject to the credit 

of ICAR as a whole

• To supervise ICAR’s Key Programmes of information collection, 

packaging and dissemination

• To supervise ICAR’s Projects 

• To ensure quality control of the ICAR website, print information 

products and research reports

• To manage and direct staff on a day to day basis

• To manage staff including performance management, staff appraisals etc

• To supervise funder reporting requirements 

• To oversee financial management provided by ICAR’s administrator and 

KCL accounts



General 



All staff are expected to

Please note: This job description reflects the core activities of the role and 

as the College and the post holder develops there will inevitably be changes 

in the emphasis of duties.   It is expected that the post holder will 

recognise this and adopt a flexible approach to work and be willing to 

participate in training.   If changes to the job become significant, the job 

description should be reviewed formally by the head of department and the post 

holder.  The Personnel Department should then be consulted as to the 

implications of the proposed changes.



Summary of Terms and Conditions of Service:



This appointment is made under the KCL Terms and Conditions of Service for Non-

Clinical Academic Staff appointed on Fixed Term Contracts, a copy of which is 

available from the Personnel Department on request (020 7848 1351).



Period of Appointment: 2 years 



Salary:	Senior Lecturer/ Academic Related 5



Superannuation:



This appointment is superannuable under the USS Superannuation Scheme, the 

employee's contribution currently being 6.35% of salary.  Staff already 

superannuated under the NHS Superannuation Scheme may opt to remain in that 

scheme provided an application to do so is received by the NHS scheme trustees 

within three months of appointment to KCL. Alternatively staff may opt to 

participate in SERPS or take out a personal pension.  Please note that the 

College does not provide an employer's contribution towards a private pension 

plan.



NB - NHS Superannuation Scheme: Medical Schools are classed as “Direction 

Employers” and some benefits of the NHS Scheme are not available to Direction

Travel Expenses
