While preceding brutalism as an architectural term (from the little that I know about this), two films that might be of interest are:
The Fountainhead (King Vidor, 1949) - based on Ryand's novel, the film explores issues of power and mastery as exemplified by the "genius" of the architect.
The Black Cat (Edgar G. Ulmer, 1934) - featuring minimal deco interiors (a rather more literal understanding of brutalism, I admit...)
And I presume Clockwork Orange is the obvious one (although Eldar Shengalaya's absurdist 1984 Blue Mountains or Unbelievable Story (USSR/Georgia) features a slowly collapsing building which houses a publishing firm - more Einsturzende Neubauten than brutalism per se).
