I don't think we have enough info here. Internet access should not just be
assumed because a student is eligible for DSA. Is the noise relevant to her
disability?
It MIGHt be that the DSA needs assessment did not justify the provision of
internet access clearly enough.
Basically, if the LEA turned down the assessor's recommendations ands the
student feels that it is justified they should ask the asessor to explain why
more clearly.
