I still feel very uncomfortable with this whole issue so I have emailed
the Electrical Commission. Not sure whether DPA etc takes priority over
RPR and as previously stated its definitely not my area!

Will share any response with the list

This looks interesting.  The question in my mind is this scenario:

Home Registration Officer receives normal registration
University Registration Officer receives block registration

Student now registered twice.  Interesting.  What safeguards do we have?
(and yes, I know the ballot is not secret like it is stated to be coz of
the
little numbers on the ballot papers etc etc etc)

I have now checked, & unless I am missing something, it was Regulation
23 (1) Representation of the People (England & Wales) Regulations 2001.
It states  --''A Registration Officer may require any person to give
information required for the purposes of that Officers duties in
maintaining
registers of parliamentary and local government electors''.

My understanding is that it is a requirement in the Representation of
the
People regulations , cannot remember which ones - & I am sure that the
Elections Officer in your local authority will be able to research this
&
give chapter & verse not only what the regs say, but also how it is
operated
in your area.

Alternatively - or as well, try the Electoral Commission - good website
- they can provide help & guidance as well.

It was a requirement; I would have avoided it otherwise.  Why Parliament
made it a requirement, I would not care to speculate!

No, I don't think so except that students have the choice of which
register
like anyone else.

I think that their names would appear on the register once we had
provided
them. (But that's a memory of discussions some years ago.) Issues which
I
had difficult with were mainly round nationality and hence eligibility.
The
ERO had not taken these issues into account and we had to agree some
formulation which did not register all our "overseas" students to vote
in UK
elections.

But, as I say, this was some years ago.  I'm sure that your local ERO,
if
they have a University in their patch, could give you chapter and verse,
ditto whoever has to engage with this in each University.

Just a few more thoughts!

Is it definately a requirement to provide names or just 'custom &
practice'?
Isn't that treating students like children, not adults? Plus not all
resident students will be eligible to vote in the UK anyway - do you
have to
differentiate by nationality?

Has the Robinson case and restricted access version of the ER changed
the
position at all?

Even if there is some requirement to provide names / details of resident
students for ERO to follow up - surely not the same as actually
registering
them on the ER?
