Would it be the same in the UK?

I noticed most of the major consumer banks going through a similar exercise
recently (albeit on paper) where new Ts&Cs were sent, in which 'processing
outside the EEA' was introduced (one assumes Mumbai call centre!). I did not
respond to my bank, there was no request to do so, so my bank has assumed
consent on the basis of non response!
Are these two examples so dissimilar?
