The general consensus was use of Human Rights Article 12 (right to
privacy) however, other inputs were screen the area, point the camera at
the door only and switch it off, also should the parents be informed of
this intention to record.
The school is meeting to discuss a satisfactory solution and if not then
the Village Hall Council will be advised that although they may not need
to register they are still responsible under the DP Act for compliance
and as such the school could request their 'Registrable Particulars' and
then lodge a complaint with the IC under section 10 (prevention of
processing causing damage or distress).
Hopefully sense will prevail but it seems the Durant ruling re CCTV will
open up a whole bag of worms.
