As with all things, the definition of what constitutes personal data is
paramount, and in my opinion you could not state categorically that a 'CCTV
system' contained only personal data.
Of course some of the data captured will be personal, but I would conjecture
there will be an amount which will not contain any personally identifiable
data, and as such could fall under the FOI, equally redaction and public
interest may be applicable. I had a vague feeling there was some exemption
for CCTV within the FOI regime, but cannot recall anything definite. Perhaps
somebody more expert in that area will inform the group. If there is there
could be some conflict with those CCTV cameras transmitting over the
internet.
With my interest specifically being privacy I remain interested in aspects
emanating from this area.
