Is it not a follow on from the sentence above that one:-
"LCD proposes the introduction of a new Court Order, a Data Disclosure
Order"
So a court order which attaches fines to earnings would be legitimate.
It would be interesting to know what date approval was granted, and how many
attachments to earnings had been made up until that date.
If the above is correct the control factor would appear to be the court. I
suppose they have some guidance limiting when that power may be utilised.
