Unless the village hall is run as a private concern, the installation of the
CCTV is likely to come under the Human Rights Act.
Even if it is a private venture it could breach common law confidence.
The simple answer is for the recording to cease during the PE activity. If
the primary purpose of the system is "security" there are other ways of
achieving this during the time the children occupy the hall.
This is perhaps the first of many cases where the public will be less
protected as a result of the strange (perhaps wrong) decision by the court of appeal.
Even though a camera is fixed, cannot physically zoom and is intended for
crime detection purposes does not mean the images cannot be manipulated. A cheap
video editing suite allows you to do post-recording zoom, image enhancement
and various other fancy things with little effort. If it's not registered it's
not regulated.
