The passport office has coped with this, and I'm not sure anyone has
suggested that the ID card needs to be more authoritative than a
passport. Of course, if it *is* to be an entitlement card, then it makes
sense to check things like lifetime NI contributions against the claimed
identity. This and other similar checks might help ensure there's only
one person "using" each identity.

Many benefit frauds involve people having multiple (sometimes extremely
multiple) identities. Perhaps the ID card system will be able to de-dupe
a few of these (for example, by correlating a biometric).

Indeed, I was going to mention this rump of people with good reasons for
no documents. This lady will presumably have a GP practice that knows
her, though. Possibly also a pension book. There will need to be a team
of specialists who sort out this kind of case. I'd even suggest having a
mk2 card for people above (say) 70 to reduce the bureaucracy.
