What even the recent Photo DL, which requires a fairly high degree of
proof? I note you don't even mention the passport database.
I'm guessing they'll integrate the ID card with either DL or Passport,
but *also* re-validate the data as they go. After all, they'll be
needing to collect the biometric afresh. Having the card *also* be a
driving licence or passport isn't dependent on the current Driving
Licence/passport database. You just let them rot away over the re-newal
period (which for anyone wanting to be a tourist to America is going to
be 2 years, for example).

All an ID card does is say that the person presenting it is the same
person who applied for it. "What is ID" at the point of application, is
well worth discussing.

Compelling ammunition for anti-ID card people. But they don't seem to be
grasping the opportunity. Won't solve the USA wanting to seal their
borders, and check all arriving aliens, though. Despite most of their
terror attacks being done by people already in the country.
