Edinburgh Council believe that there is a problem with traffic congestion
within the City. They are also intending to hold a referendum of the
City's population over this question in February 2005.
However, they are under the belief that if you have opted-out of receiving
marketing material then you need to opt-into receiving the referendum
voting form

This appears to be at odds with the ICO's interpretation ...

Question - would you believe that Edinburgh City Council have ...
1. Not asked their DPO?
2. Are running worried, in case they create a bit of a faux pax?
