Within some sectors could part of the rush to cheaper economies also be
allied to a perception of loosing commercial control of computing and audit
trail costs to governmental organisations demanding access to
interception/audit data at a cost born by the commercial organisation,
rather than themselves? With little economic pressure for restraint and
consideration existing, this would cause ever more demand for legislative
control.

Seems familiar somehow and would link back to the economically driven
aspects of the EU directive.
