SOUTH AFRICA

HARD TIMES FOR NIA & R.W. PRETORIUS


The arrest of an ecstasy drug dealer in the late hours of 12
December last year at a gay-lesbian club, the "Deja Vu", in
Pretoria, appeared, at first, to be an ordinary drug bust. But
by the time Riaan Wessels "RW" Pretorius was processed at the
local Sunnyside police station, telephones were ringing at "Die
Plaas", "the farm" as the National Intelligence Agency (NIA)
headquarters in Rietvlei 19 km away is known among specialists.
A NIA asset with current knowledge of the private life of South
African President Thabo Mbeki's private life was in trouble and
a NIA deputy director and the NIA Kempton Park station chief
were woken during the night. In the morning, the National
Intelligence Minister, Lindiwe Sisulu, was briefed and
reportedly called the head of South African Secret Service
(SASS), Hilton "Tim" Dennis, and Mbeki himself.

INDONESIA - MUNIR


One of Indonesia's leading human-rights campaigners, the 38-
year old lawyer, Munir, was murdered on a flight from Jakarta
to Amsterdam two months ago, according to an autopsy carried
out by the Nederlands Forensisch Instituut (NFI) which found
traces of arsenic in his body. Although the NFI report does not
state that Munir was poisoned deliberately, there seems little
doubt that the high-profile campaigner was killed, probably by
a cabal of ex-military officers linked to atrocities in East
Timor under the Suharto regime, or more recently in the
provinces of Aceh and Papua, where separatists are seeking
independence from Indonesia.

GUTTED, RUBBER-STAMP, NEO-CON CIA


In a recent series of major press articles (NYT 1108, WP 1109,
LAT 1109, AP 1112, WP 1112), senior CIA counter-terrorism
officer, Michael Scheuer, defied orders and risked disciplinary
action by going public with his complaints about the failure of
the CIA to hold anyone accountable for the failure to prevent
the 11 September 2004 attacks. He also warned that the failure
to correct problems in senior CIA management are contributing
to continuing failures in counter-terrorism. In particular, he
was critical of the failure of the Bush administration to
understand the nature of the Qaida threat and the way Qaida
leadership evolves and replaces itself.

According to Scheuer, he talked over his resignation with
senior CIA officials before going public. But certain
specialists simply say he was just the first of a wave of
resignations and firings intended to turn the CIA into a
gutted, rubber-stamp, neo-conservative intelligence support
service. Indeed, on 13 November, Dana Priest and Walter Pincus,
in the "Washington Post" announced "Deputy Chief Resigns from
CIA - Agency is said to be in turmoil under new director Goss".
According to the report, the deputy director of the CIA
resigned on 12 November after a series of confrontations and
disrespectfully treatment of senior officials over the past
week by CIA Director Porter J. Goss's new chief of staff,
former Capitol Hill staff member, Patrick Murray. John E.
McLaughlin, a 32-year CIA veteran who was acting director for
two months this summer until Goss took over, resigned after
warning Goss about Murray. The same day, the CIA official in
charge of foreign operations, Deputy Director of Operations
Stephen R. Kappes, resigned after a confrontation with Murray.
Goss and the White House pleaded with Kappes to reconsider and
he agreed to delay his decision until Monday. Several other
senior clandestine service officers were also reportedly
threatening to leave.

Goss, a former CIA officer, a former Congressman from Florida
and the former chairman of the House intelligence committee,
brought Murray, Goss's chief of staff on the intelligence
committee, with him to the CIA along with three other former
members of the intelligence committee known widely in
Washington for their "abrasive management style", a current
euphemism for right-wing neo-conservative views. Three of
"Goss' goons" are former mid-level CIA officials who left the
agency disgruntled, according to former colleagues.

DOD TROOP NUMBERS & HUMAN RIGHTS-WAR CRIMES


The Pentagon or Department of Defence (DOD) received bad press
this month in the world media largely because of its massive
assault against Falluja in Iraq. But closer examination showed
that two particular topics of major importance were hidden in
this flood of news stories. One is the problem of the number of
US troops in Iraq and the continuation of that war. The other
is the question of human rights, war crime and torture.

The troop-number problem got off to a good start on 4 November,
at Manhattanville College, New York, where war correspondent
and author, Christopher Hedges, told a crowd of more than 120
students and residents that the reinstatement of the draft is
imminent (1105 New York Journal News, Draft Coming, Students
Told, Susan Elan): "We are losing the war in Iraq very badly,
but the Bush administration will not walk away from the debacle
without trying to reoccupy huge swaths of the territory they
have lost." To regain territory lost in Iraq, it will take
double or triple the current 140,000 troops, Hedges said. The
reservists and National Guard members who make up half of the
US forces are stretched to the breaking point and need relief,
he said, and the draft is the only way to assemble the numbers
needed. Reintroduction of the draft will be made in the name of
the war on terrorism soon after an attack in the US or abroad,
he predicted, which many specialist concern a rather realistic
scenario.

SECRET LAWS & INTERNAL SECURITY STATE


On 14 November, the Federation of American Scientists journal,
"Secrecy News", published by Steven Aftergood, headlined "The
Arrival of Secret Law" and related the attempt last month by
Helen Chenoweth-Hage to board a United Airlines flight. She was
pulled aside for additional screening, including a pat-down
search for weapons or unauthorized materials. According to the
press, Chenoweth-Hage, an ultra-conservative former
Congresswoman (R-ID), requested a copy of the regulation that
authorizes such pat-downs. "She said she wanted to see the
regulation that required the additional procedure for secondary
screening and she was told that she couldn't see it," local TSA
security director Julian Gonzales told the "Idaho Statesman"
(10/10/04). "She refused to go through additional screening
[without seeing the regulation], and she was not allowed to
fly," he said. "It's pretty simple." Chenoweth-Hage wasn't
seeking disclosure of the internal criteria used for screening
passengers, only the legal authorization for passenger pat-
downs. Why couldn't they at least let her see that? asked
"Statesman" commentator Dan Popkey. "Because we don't have to,"
Mr. Gonzales replied crisply. "That is called 'sensitive
security information.' She's not allowed to see it, nor is
anyone else," he said. Thus, in a qualitatively new development
in US governance, Americans can now be obligated to comply with
legally-binding regulations that are unknown to them, and that
indeed they are forbidden to know.

POLITICAL REVENGE & MEDIA IRAQ COVERAGE


In intelligence and politics, two important article were
published recently: 1116 Los Angeles Times, The Peter Principle
and the Neocon Coup - The bloodletting has begun, by Robert
Scheer; 1124 Tomdispatch.com, Iraq, the Press, and the
Election, Michael Massing.

Scheer began his article by describing the "wholesale political
revenge campaign being waged by the hard-liners in the Bush
administration against anybody and everybody inside the
government who challenged the way the second Persian Gulf war
in a decade was marketed and run": Secretary of State Colin
Powell; "Top CIA officials who dared challenge, behind the
scenes, the White House's unprecedented exploitation of raw
intelligence data in order to sell a war to a Congress and a
public hungry for revenge after 9/11."

WESTERN EUROPE

WINNING A "COLD WAR" WITH A BUSH-II USA


On 15 November, in Salon.com, Andrew O'Hehir published a major
article (Welcome to the New Cold War) as a review of Jeremy
Rifkin's "The European Dream" and T. R. Reid's "The United
States of Europe", stating: "Yes, "Old Europe," to borrow
Donald Rumsfeld's famous quip, is back, and it's looking pretty
spry for its age. As Americans are finally beginning to notice,
Europeans (or most of them, anyway) have reconstituted
themselves into an enormous transnational superstate of 25
nations, 455 million people and an $11 trillion economy. ..."

"American heavyweights like Alan Greenspan and Henry Kissinger,
by the way, publicly predicted that the euro, now the common
currency of 12 European countries (with many more to follow),
would never work. This week the euro is trading at an all-time
high of about $1.30 against an ever weaker Bush-economy dollar.

VENEZUELA

NED VISITS, AN ATTORNEY GENERAL ASSASSINATED


On 19 November, deputy Venezuelan Attorney-General Danilo
Anderson, 38, who was investigating the failed April 2002 coup
attempt against President Hugo Chavez, was killed in his car by
a bomb (1119 ERRI, Bomb Blast Hits Venezuelan Official's Car -
Possible "Political Assassination"; 1120 LAT, Car Bomb Kills
Coup Prosecutor in Venezuela, Stephen Ixer and Carol J.
Williams). Anderson was in charge of political cases for the
Attorney-General's Office, including the April 2002 coup and a
shoot-out during an anti-Chavez demonstration at the time that
killed some 20 people.

Perhaps it's only a strange coincidence, but, on 8 November, US
National Endowment for Democracy (NED) president, Carl
Gershman, made an historic visit to Venezuela with a very
peculiar purpose: to request that President Chavez influence
the outcome of a legal case brought against NED direct grantee
Sumate which is currently in the hands of the independent
Attorney General's office (1115 VHeadline.com, NED Back on the
Offensive in Venezuela, Eva Golinger-Moncada). But, according
to this report, "much to Gershman's surprise, no meetings had
been authorized with the Venezuelan President or cabinet
members and, therefore, he was unable to exert the weight of
the US-backed NED over the popular head of state.

EQUATORIAL GUINEA

THE (COUP) PLOT THICKENS


The Foreign Office in London was aware of the plan to overthrow
the Equatorial Guinea regime of President Teodoro Obiang at
least six weeks before the attempted coup took place last
March. A brief four-word parliamentary reply in the House of
Commons earlier this month by the Foreign Secretary, Jack
Straw, to a question tabled by the Conservative foreign affairs
spokesmen, Michael Ancram, MP, confirmed that MI6 had learned
of the coup attempt "in late January 2004" from reports which
reached London from South African intelligence agencies.
