I don't think there is any assessment procedure which you can use to assess
speech recognition, other than trying it. The initial training for the
modern speech recognition programs is now short enough for most clear
speakers and good readers (less than 10 mins) to have a go to see whether it
looks feasible. Actually making it productive takes a lot longer...
We have a couple of downloadable comprehensive training manuals with hints
and tips for both Dragon and ViaVoice plus other materials on the CALL

I hesitate to recommend suppliers that I don't know, & without a trial.
