Job Title: Green Heart Partnership Facilitator
Locations: Based at The Field Station, Gunpowder Park, (Lee Valley) and
working across Hertfordshire

Job Purpose: To ensure the successful delivery of the Green Heart
Partnership 3 year Business Plan
Salary £28,000 to £32,000 commensurate with experience
The Hertfordshire local authorities and Arts Council England, East have set
up a three-year partnership agreement to achieve growth for the arts in
Hertfordshire through delivery on the broad local government agenda. The
overarching theme of the agreement is ‘Hertfordshire and its environment’.
The ‘Green Heart’ partnership will be a means of linking arts development
and high quality arts activity, to environmental opportunities and concerns
across Hertfordshire. It will offer the first three-year step to providing
a co-ordinated approach to arts delivery across the county. It will also
seek to support the successful delivery of the wider local authority agenda
on green and environmental issues.
‘Green Heart’ will receive baseline investment from the Local Government
Arts Forum (LGAF) Investment Fund. This fund is composed of the
subscription based income from local authorities matched by funding from
Arts Council England, East. There are significant fundraising targets for
the project.
Principal Responsibilities
Under the direction of the Green Heart Partnership Steering Group
(Landscape+Arts Network Services Ltd, Hertfordshire local authorities, Arts
Council England) the Facilitator will be responsible for:
·Working with key partners on strategy development and implementation
·Creating and managing multi layered schedules relating to the five
GHP “strands” of activities
·Preparing and presenting regular reports; format and schedule as agreed
with the Steering Group
·Research into existing similar / related initiatives and potential
participants; in the arts, environment sectors
·Identifying existing or planned projects to include in the programming
·Identifying new individuals, teams and groups to collaborate and produce
ideas in line with the GHP strategy
·Creating and managing budgets; forecasts and projects
·Developing a fundraising strategy of appropriate additional sustainable
funding from the public and private sectors
·Preparing and submitting funding applications
·Preparing an exit strategy
Person Specification
The Facilitator will be:
·A consultant, working at senior level with a reliable career path
involving:
Experience of working with local and/or regional authorities
Public art
Performing arts
Regeneration; arts/culture led regeneration
Central and local government funding for arts and regeneration
Private sector funding schemes; knowledge of trends and current funders
Securing funding- either directly or by managing freelance expertise
Feasibility studies and management reports
Understanding of partnerships; dynamics, hierarchies
Experience of sponsor liaison
Experience of working with PR and press
Qualifications
·GCSE or equivalent in Maths and English
·Graduate or professional in appropriate disciplines
Skills, Knowledge and Aptitudes
·Excellent verbal and written communication skills
·Proven negotiation skills
·Good numeracy skills
·Knowledge of and experience of working with local and/or regional
authorities
·Knowledge of current trends and opportunities in public and private sector
funding for the arts and the environment
·Ability to broker and manage partnerships
·Experience of managing or co-ordinating Press and Public Relations
·Good ICT skills
Landscape + Arts Network Services Ltd
Under the terms of the agreement between Landscape+Arts Network Services
Ltd, Hertfordshire local authorities, Arts Council England, East, the
Facilitator will be employed to dedicate approximately three working days
per week to the Green Heart Partnership. Two working days per week will be
dedicated to working directly for Landscape + Arts Network Services (LANS).
LANS are responsible for developing and delivering an innovative arts,
science and nature programme for Gunpowder Park through research,
education, residencies, commissions, exhibitions and public events. LANS is
in partnership with Lee Valley Regional Park Authority who own and manage
the Gunpowder Park facilities; 255 acres of public open space and The Field
Station, a creative studio building.
For Landscape + Arts Network Services, the principal responsibilities will
be:
·Identifying public and private sector funding appropriate to the Gunpowder
Park creative and strategic plan over 5 years
·Preparing and submitting funding applications
·Identifying new individuals, teams, and groups to collaborate and produce
ideas in line with the Gunpowder Park strategy
