BACKGROUND

Archive Inspection Services unit (AIS) is responsible for monitoring
archival storage and access facilities in institutions which have been
appointed by the Lord Chancellor to hold deposited classes of public
records. The unit is responsible more generally for helping to maintain good
professional relations between The National Archives (TNA) and the leading
UK archival bodies. AIS also plays a key role in delivering TNA's Records
Management Advisory Service to public sector bodies outside central
government.

At present there are about 245 appointed 'places of deposit' throughout
England and Wales, holding approximately 20% of all public records. A wide
variety of archival institutions are places of deposit, including county and
metropolitan record offices, national museums and galleries, and some
government agencies and university libraries. Places of deposit are expected
to match as far as possible the standards of care and access found in The
National Archives itself.

JOB PURPOSE

AIS has three full-time members of staff and forms part of TNA's Government
and Archival Services group. Reporting to the Head of Archive Inspection
Services, the post-holder will be required to support and participate in
inspections of places of deposit. These visits may involve presentations to
senior officers and elected local government members. A flexible approach to
visits is essential. The post-holder will be expected to give authoritative
advice on major archive building projects, and will need to have advanced
up-to-date knowledge of archival standards.
 
The post-holder will respond to complex queries relating to the management
of deposited public records. As part of the Records Management Advisory
Service, AIS will increasingly be called upon by places of deposit and other
organisations to give advice on records management and electronic records
issues, particularly in the light of new legislation for Freedom of
Information and Data Protection. Consequently, preference will be given to
candidates who can demonstrate experience in these areas.

MAIN RESPONSIBILITIES

- Inspections of places of deposit for public records
- Advice to staff in places of deposit on archival storage and management
issues
- Advice to staff in public authorities outside central government on
records management and information policy matters

PERSON SPECIFICATION

Essential

- Post graduate qualification in archival administration, with at least 1
years' work experience in a record office;
- Knowledge of UK archival sector, including recent developments in
information policy legislation;
- Good communication and advocacy skills, both oral and written, in order
to interpret and convey the content of TNA's standards to external
individuals;
- A team player, with a high degree of self motivation and flexibility.

Desirable

- Knowledge of the Public Records Acts and political framework within which
TNA functions;
- Knowledge of the Freedom of Information and Data Protection Acts and
their implications for archives;
- Experience of records management, preferably in local Government;
- IT skills in MS Excel, Access and Power Point;
- Awareness of issues in the field of electronic records management and
digital preservation.


Length of Contract: Permanent

Salary: 19,699 - 23,185 (Low Band 3)

Hours: In general, standard working hours apply, but for certain posts and
subject to the discretion and business needs of the Office, a flexible
working hours scheme (FWH) operates. Staff participating in this scheme
will work 36 hours per week excluding meal breaks.

Staff eligible for FWH are required to commence and finish duty between the
core times of 07:00 to 10:00 and 16:00 to 19:00 Monday to Friday. If
applicable, Saturday working hours are between 08:50 and 17:15. Contractual
working requirements will be advised to all staff members.

Probation: 12 month probationary period applies.

Holidays: 22 days annual leave per calendar year, rising to 25 after 1
year's service, plus 10.5 days public and privilege leave per annum.

Retirement Age: For Pension purposes the retirement age is 60. However, we
welcome applications from people aged up to 64 years of age.
